In a 2025 report by National League of Cities, 55% of mayors identified downtown revitalization as a key strategy for addressing economic development challenges. Many successful downtown revitalization strategies don’t begin with major construction projects or years of planning. Instead, they focus on simple improvements that give people reasons to spend time downtown. From appealing storefronts to attractive gathering spaces, small changes can help bring new energy to the heart of your community. 

Support these efforts with a city-led beautification campaign that includes branded A-frame signs or sail signs promoting downtown events, local shopping or seasonal activities. Consistent signage helps create a stronger sense of place, improve visibility and reinforce the message that downtown is an active destination worth exploring. 

Activate vacant storefronts 

Don’t let empty storefronts define your downtown. Even if a space isn’t occupied, it can still contribute to the energy and personality of the area. Turn vacant storefronts into community assets by partnering with local artists, schools, historical societies or nonprofits to create rotating window displays. Showcase student artwork, historical photos, public art installations or exhibits highlighting upcoming community events. Even a single display adds another interesting element to the downtown and gives visitors more reason to walk the block. Bonus, the added attention could catch the eye of potential tenants. 

Turn public spaces into gathering places 

Give people a reason to come—and stay—downtown. While local businesses draw visitors in, comfortable and engaging public spaces encourage them to linger, explore and return. Look for underused spaces that could serve a new purpose. Transform a vacant lot into a small park, add seating to a plaza or create a shaded area where people can relax during community events. Even temporary improvements can make a noticeable difference. For example, movable seating, string lights, outdoor games or seasonal pop-up markets.  

Draw attention to these spaces by hosting live music, art displays or outdoor movie nights. Enhance the experience with custom branded merch, like picnic blankets and color-changing cups, that attendees can use during the event and take home. 

Encourage outdoor dining and sidewalk activity
